Governors on East and West Coasts to Coordinate on Plans to Reopen

• Gov. Andrew Cuomo said that New York would join five other states to form a working group. California, Oregon and Washington announced a similar effort.
• The Census Bureau will ask Congress to delay its delivery of population data by four months to April 2021 because of the pandemic.

Even as the number of deaths in the state passed 10,000, Mr. Cuomo said that he believed that the most difficult phase had passed.
