1 in 5 People Arrested in Japan Are Seniors

The number of crimes reported in Japan is falling — but 22% of people arrested are now aged 65 and over, according to a report by the government.

Fewer crimes were reported in 2019 than in any year since the end of World War II, and just over 192,000 people were arrested, a decrease of more than 6% from 2018.

Out of everyone arrested, more than 42,000 were 65 or older, the highest rate of arrest on record among elderly people, at 22%. This has risen from just 2% of arrests in 1990, when about 6,300 seniors were arrested.

More than half of arrests of senior citizens in 2019 were for shoplifting — and among female seniors, it was more than 75%.

Researcher Michael Newman says that many senior citizens in Japan find it difficult to live on the state pension. He said that some commit crimes to go to prison, where they will be given accommodation, food and health care.

In South Korea, too, crimes committed by elderly people grew by 45% between 2013 and 2017, according to government data. Like Japan, poverty among older people has been blamed, as well as mental health issues and social isolation.

According to the World Bank, 28% of Japan's population was 65 and older in 2019, up from just 12% in 1990. And in South Korea, 16% of the population was 65 and older in 2019, up from 5% in 1990.

In Japan, a fall in the number of thefts caused the country's overall crime rate to drop. However, there were 950 murders in 2019 — 35 more than in 2018.

일본에서 발표한 범죄의 수는 점점 떨어지고 있지만 일본 정부가 발표한 자료에 따르면 체포된 사람들 중 22%는 현재 65세 이상의 사람들이라고 한다.

제 2차 세계대전 이후 그 어떤 연도와 비교해봐도 2019년의 범죄 수는 가장 낮다고 집계되었고 체포된 사람의 수는 겨우 192,000명이며 2018년 이후 감소세는 6% 이상이다.

체포된 모든 사람들 중에서 65세 이상인 사람이 42,000명이상으로 노인 체포 기록에서 가장 높은 비율인 22%였다. 이는 1990년 겨우 2%로 약 6,300명의 노인이 체포되던 때에서 증가해온 것이다.

2019년 노인 체포 수의 반 이상이 들치기(상점에서 물건을 훔치는 것)로 인한 것이었고 여성 노인들 사이에서는 75% 이상에 달했다.

연구진 Michael Newman는 일본의 많은 노인들이 국민 연금으로 먹고 살아가는 것에 어려움을 느낀다고 말했다. 일부 사람들은 숙소, 음식 그리고 건강 관리를 받을 수 있는 감옥에 들어가기 위해 범죄를 저지른다고 그는 말했다.

정부 자료에 의하면 한국에서 또한 노인에 의한 범죄가 2013년에서 2017년 사이 45%까지 증가했다고 한다. 일본과 마찬가지로 정신 건강 문제, 사회적 고립과 함께 노인들의 빈곤이 그 원인으로 여겨져 왔다.

세계은행에 따르면, 1990년 겨우 12%였던 65세이상 일본의 노인 인구가 2019년 28%까지 올랐다고 한다. 한국에서는 65세이상 노인인구 비율이 1990년 5%에서 2019년 16%로 증가했다.

일본의 절도 범죄 수치 감소는 나라 전체의 범죄율을 떨어뜨리는 원인이 되었다. 그러나 2018년보다 35건이 더 많은 950건의 살인사건이 2019년에 발생했다.
